表題のテーマを取り上げるに当たって、本稿ではまず、視覚障害のある学生の修学環境の改善・推移について時系列的に解説する（1章）。次に、視覚障害のある研究者の現代の就業環境について、各論・具体的な事例から一般化していくような形で述べる（2章）。
